I can see soon giant tarps fluttering down from the 20th floor of MI5 and MI6, RECRUITING NOW.

Instead of managers, how about MI6 getting in more web experts (degree not required, experience and knowledge far more important than the dry degrees on offer today), who know how to navigate the world of the internet. One of these is worth ten managers.
