Director of the CIA, General Michael V. Hayden has announced the appointment of former chief of counter intelligence Michael J. Sulick as head of the National Clandestine Service. It is difficult to understand what the NCS does that the CIA does not, it appears to be aimed at deniable cover operations of the more intellectual type. Sulick’s immediate aims are the fight against terror (what isn’t these days) and the development and use of sophisticated spying technology. Is the NCS really necessary in a democracy?
